1 2/3 c. flour
1 c. brown sugar
1/4 c. cocoa
1 tsp. baking soda
1/2 tsp. salt
1 c. water
1/3 c. vegetable oil
1 tsp. vinegar
1 tsp. vanilla
1 c. semi-sweet chocolate chips

Heat oven 350 degrees. Mix flour, sugar, cocoa, soda and salt with fork in ungreased square pan 8x8x2. Mix remaining ingredients except chips. Sprinkle with chips. Bake 40 minutes. Serve warm or cool and dust with powdered sugar.
