POP - OVER TACO 
1 lb. ground beef
1/4 c. onion, diced
1 env. taco seasoning mix
15 oz. can tomato sauce
1/2 c. water
16 oz. can refried beans
4 oz. can chopped green chiles
1 c. grated Monterey Jack cheese
1 c. milk
2 eggs
1 tbsp. oil
1 c. sifted flour

Cook ground beef and onion in skillet until brown. Drain. Stir in taco seasoning mix, tomato sauce and water. Simmer 10 minutes. Spread refried beans into bottom of greased 9 x 13 inch pan. Layer half the chiles over the beans. Pour meat mixture evenly over chiles. Layer remaining chiles over meat. Top with grated cheese. Blend milk, eggs, oil and flour. Pour over mixture in pan. Bake at 400 degrees for 30 minutes.
