1 lb. ground round beef
1 c. water
1 tbsp. instant minced onion
1 tsp. chili powder
1/4 c. tomato catsup
Salt and pepper to taste

Mix all ingredients. Cook over medium heat for about 45 minutes. Stir occasionally. Serve over hot dogs.
