STEAK SOUP 
1 stick butter
1 c. flour
1 c. carrots
1 c. celery
1 c. onion
1 1/2 lb. hamburger
1 pkg. mixed frozen vegetables
1 can tomatoes
3 tbsp. beef base (B-V broth and sauce conc.)
1 tsp. Accent
1 tsp. coarse pepper
8 c. water

Cube vegetables and parboil. Saute meat until half done. Melt butter in large pan. Add flour and stir with wire whip until smooth (roux). Will be thick. Gradually add water, keep stirring. Drain half done vegetables and add to roux. Add remaining ingredients. Boil and simmer until done. For thicker soup, increase vegetables and hamburger.
