CHALUPA CASSEROLE 
1 c. onion, chopped
2 tbsp. butter or oil
2 lbs. ground beef
2 tbsp. flour
3 tbsp. chili powder
1 c. water
1 1/2 c. tomato soup
1 1/2 c. American cheese, grated
1 1/2 c. light cream
Salt to taste
12 tortillas

Saute half the onion in butter until soft. Add ground beef and cook until brown. Add flour and chili powder and cook 5 minutes. Add water, cover and simmer until thick. Mix soup, cheese, cream, rest of onion and salt. Cut tortillas in strips and place half in buttered shallow casserole. Alternate with meat and cheese mixtures. Repeat layers until casserole is filled with cheese mixture on top. Bake at 325 degrees until bubbly. Serves 8 to 10.
