2/3 c. oil
3 c. flour
2 c. sugar
1/2 c. cocoa
2 tsp. baking soda
1 tsp. salt
2 c. water
2 tsp. vinegar
1 tsp. vanilla

Mix all of the above and pour into a 9 x 13 greased pan.

TOPPING:

1 (8 oz.) cream cheese
1 egg
1/3 c. sugar

Mix all of above and pour over cake batter. Sprinkle with 8 ounces chocolate chips; bake at 350 degrees for 45-50 minutes.
