CHUNKY BROWNIES WITH A CRUST 
1 1/4 c. unsifted flour
1/4 c. sugar
1/2 c. cold butter
14 oz. Eagle Brand condensed milk
1/4 c. unsweetened cocoa
1 egg
1 tsp. vanilla extract
1/2 tsp. baking powder
8 oz. bar milk chocolate or 8 oz. milk chocolate bits
3/4 c. chopped nuts

Preheat oven to 350 degrees. In medium bowl combine 1 cup flour and sugar. Cut in butter until crumbly. Press firmly on bottom of 13 x 9 inch baking pan. Bake 15 minutes. Meanwhile, in large mixer bowl, beat sweetened condensed milk, cocoa, egg, remaining 1/4 cup flour, vanilla and baking powder. Stir in milk chocolate bits and nuts. Spread over prepared crust. Bake 20 minutes or until center is set. Cool. Sprinkle with confectioner's sugar if desired. Store tightly covered, at room temperature.
