NO-FAT ORANGE ROUGHY 
1 1/2 to 3 lb. orange roughy
2 onions, chopped
2 stalks celery, chopped
1 c. chopped tomatoes or 14 oz. canned tomatoes, chopped
2 tbsp. lemon juice or 4 tbsp. white wine
3 cloves garlic, minced
1 bay leaf

Simmer all ingredients except fish in an uncovered saucepan for 20 minutes. Place fish in a single layer in shallow baking dish. Pour sauce over fish. Bake uncovered at 350 degrees for 20 minutes. Remove bay leaf before serving. Serve over white or brown rice.
