PLAZA III STEAK SOUP 
1 stick butter
1 c. flour
1 lb. ground beef
1 (16 oz.) can whole peeled tomatoes
2 tbsp. beef concentrate
1 tsp. to 1 tbsp. black pepper
1 c. carrots
1 c. celery
1 c. onions
1 c. potatoes
1 (16 oz.) pkg. frozen vegetables

Add butter to 1/2 gallon water. Heat. Add flour after butter has melted. Stir with whisk until smooth. Brown and drain beef. Add to water. Add the rest. Bring to a boil, then simmer 1 1/2 hours. Stir often. (Blend tomatoes first if you don't like whole tomatoes in soup.)
