KIBBEY 
1 lb. lean ground beef
1 med. onion
1 c. very fine bulgur
1 tsp. salt
1/4 tsp. pepper
1/2 c. melted butter

KIBBEY STUFFING:

1 c. chopped onion
1/2 c. pine nuts, sauteed
1 tsp. salt
1/4 tsp. pepper
1/2 c. raisins, sauteed
1/4 tsp. allspice

Chop onions very fine, soak bulgur in 1 cup hot water for 15 minutes. Drain. Combine meat, onions and bulgur, salt and pepper. Spread Kibbey stuffing in 9x13 pan. Cover with Kibbey stuffing and place the rest of the raw Kibbey on top. Cut squares or diamond shapes on the top layer, and pour melted butter over all.
