TEMPURA BATTER 
8 c. flour
7 c. cornstarch
1/4 c. Wondra flour
1/4 c. baking powder
1/4 c. baking soda

Mix together. Refrigerate. To each cup of dry mix, add a few drops of oil and water to desired consistency. Note: if you don't like the taste of baking soda, decrease the amount by half and add 1/4 cup buttermilk powder.
