BEST EVER BUTTERSCOTCH COOKIES 
1 tbsp. vinegar
1 1/2 c. brown sugar
2 eggs
1 tsp. baking soda
1/2 tsp. baking powder
1 c. evaporated milk
1/2 c. butter
1 tsp. vanilla
2 3/4 c. flour
1/2 tsp. salt

Combine vinegar and milk, and set aside. Beat butter until light, and add brown sugar and beat again until light and fluffy. Add eggs and vanilla, and blend thoroughly. Stir together milk mixture and dry ingredients. Drop by spoonfuls on cookie sheets and bake at 350 degrees until light brown. When cool, spread with Brown Butter Icing.

BROWN BUTTER ICING:

1/2 c. butter
2 c. powdered sugar

Melt butter in saucepan and cook over medium heat, stirring constantly, until butter stops bubbling and is nut brown in color (do not scorch). Add sugar and 2 to 4 tablespoons boiling water. Beat until smooth and spreading consistency.
