SOUTH OF THE BORDER 
1 lb. ground beef
1 med. onion
1 clove garlic
2 c. water
1 (8 oz.) tomato sauce
2 tbsp. chili powder
1/4 tsp. oregano
1 (15 oz.) kidney beans
Tortilla chips

TOPPINGS: (optional)
Lettuce
Tomatoes
Cheese
Oli ves
Sour cream

In skillet brown beef, onion and garlic; drain. Stir in water, tomato sauce, chili powder and oregano. Pour half of meat mixture into oblong baking dish. Top with half beans and cover with chips. Repeat layers. Cover and bake for 30 minutes. Top with toppings. Makes 8-10.
