QUICK - BEST BISCUITS 
2 c. flour
2 tbsp. sugar
1 tsp. salt
4 tsp. baking powder
1/2 tsp. cream of tartar
1/2 c. cold butter
3/4 c. cold milk

Put first 5 ingredients into bowl. Stir thoroughly. Cut in butter until crumbly. Pour in milk and stir quickly to combine. Add more milk if needed. Turn out onto lightly floured surface and knead gently 8 to 10 times. Roll or pat 1/2 to 3/4 inch thick. Cut with small round cutter. Place on greased baking sheet. Bake 450 degrees 12 to 15 minutes. Brush with milk before baking for brown top.

I made these last night with a dash of garlic salt and a handful of cheddar cheese mixed in. They were wonderful and easy to make. I didn't roll them out, just formed them into balls with my hand and flattened them onto the sheet pan. Very simple and tasty.
