HAMBURGER UPSIDE - DOWN PIE 
1/4 c. minced onions
1/2 c. chopped green peppers
1 lb. hamburger
2 tbsp. salad oil
1 (8 oz.) tomato sauce
2 tbsp. catsup
1 tsp. chili powder
1 tsp. salt
1/4 tsp. pepper

In skillet, saute onions, ground peppers and beef in salad oil until brown. Add tomato sauce, catsup, chili powder, salt and pepper. Put into 2 quart casserole (round). Cover meat with the following topping: 3 tsp. baking powder 2/3 c. milk 1 tsp. salt 1/3 c. oil

Turn dough onto floured board. Roll to fit casserole. Put on top of meat mixture. Bake for 25 minutes at 400 degrees or until brown. Remove from oven and invert onto serving platter so topping is on the bottom and meat on the top. Serve in pie wedges.
