Bake a German chocolate or Swiss chocolate cake per directions on package. Poke holes in cooled cake with the handle of a wooden spoon. Pour 1 can sweetened condensed milk over cake. Pour 1 jar Mrs. Richardson's butterscotch caramel fudge ice cream topping over cake. Frost with Cool Whip. Top with broken Heath bar.
