BEST BUDGET MEATLOAF 
2 lb. 93/7 ground beef
1 very small onion, finely chopped
1/2 green bell pepper, finely chopped
1 cup bread crumbs
2 large eggs
1 env. dry onion soup mix
2 beef bouillon cubes
1 (6 oz.) can tomato paste
1/2 cup grated Parmesan cheese
1 tsp. black pepper
1 1/3 cups water, divided

Preheat oven to 350°F.

Mix ground beef, onion, bell pepper, bread crumbs, eggs, and soup mix together. Dissolve bouillon cubes in 1 cup water and incorporate into meat mixture. Place in greased 9x9-inch Corningware dish.

Mix tomato paste with 1/3 cup water and spread over meat mixture. Sprinkle Parmesan cheese over top then finish with black pepper. Put lid on dish and bake at 350°F for 1 hour 15 minutes.

Note: I used all store-brand products to save $ and it was still great!
