CARAMEL BARS 
BASE:

2 c. flour
1/2 tsp. salt
1/2 tsp. baking soda
1 c. brown sugar
1 1/2 c. oatmeal
1 c. butter

Crumb together like a pie crust. Save 1 cup for top (later). Pat rest in a 9"x13" pan. Bake in a 350 degree oven for 10 minutes.

CARAMEL:

1 (14 oz.) bag caramels
4 tbsp. whipping cream

Melt in double boiler. Add 2 tablespoons flour just before spreading on base. Spread caramel over base. Sprinkle 1 cup chocolate chips over caramel. Sprinkle on remaining 1 cup of base. Bake another 12 to 15 minutes at 350 degrees. Cool and cut into bars.
