CARAMEL COOKIES 
2 c. brown sugar
3 c. four, sifted
1/2 c. butter
2 eggs
2 tbsp. cold water
1 tsp. baking soda
1 tsp. cream of tartar

Make little balls. Put the top in sugar, flatten and then sprinkle a couple drops of water on top. Bake 350 degrees until set.
