BEST BARS 
1 pkg. German chocolate cake mix
1 1/2 c. oatmeal
1/2 c. soft butter
1 egg
1 tsp. water
1 can coconut pecan frosting
1 (8 oz.) pkg. cream cheese
2 eggs

Mix first 4 ingredients together. Reserve 2 cups for topping. Next blend the remaining ingredients on High for 1 minute. Put crumb mixture in 9 x 13 inch pan. Spread frosting mixture over crust and top with remaining topping crumbs. Bake at 350 degrees for 45 minutes. Best when it has set a little while.
