DEVIL DOGS 
1/2 c. butter
1 c. sugar
1 egg
1 c. water
2 c. flour
3/4 tsp. baking soda
1/2 c. cocoa
1/2 tsp. salt

FILLING:

1/4 c. flour
3/4 c. water
3/4 c. shortening
3/4 c. sugar
3/4 tsp. vanilla

Beat butter and sugar. Add remaining cookie ingredients and mix well. Drop by tablespoonful onto ungreased cookie sheet. Bake at 400 degrees for 5 minutes. Cool.

Place flour in a small pot. Add water gradually. Cook and stir constantly until thickened over low flame. Remove from heat and cool. Beat shortening at high speed with mixer, add sugar and mix for 5 minutes. Add cold flour mixture and vanilla and beat at high speed until well blended. Spread filling on top of cookie and place a second cookie on top (making a sandwich). Repeat with remaining cookies. Can be served frozen.
