FUDGE-TOPPED BROWNIES 
1 c. (2 sticks) butter, melted
2 c. sugar
1 c. unsifted all-purpose flour
2/3 c. cocoa
1/2 tsp. baking powder
2 eggs
1/2 c. milk
3 tbsp. vanilla, divided
1 c. chopped nuts (optional)
1 (12 oz.) pkg. semi-sweet chocolate chips
1 (14 oz.) can Eagle Brand sweetened condensed milk

Preheat oven to 350°F. In large bowl, combine butter, sugar, flour, cocoa, baking powder, eggs, milk and 1 1/2 teaspoons vanilla; mix well. Stir in nuts, if desired. Spread in greased 9x13-inch baking pan. Bake 40 minutes or until brownies begin to pull away from sides of pan.

Just before brownies are done, in heavy saucepan, over low heat, melt chips with sweetened condensed milk and remaining 1 1/2 teaspoons vanilla. Remove from heat. Immediately spread over hot brownies. Cool. Chill. Cut into bars.

Makes 36-40.
