TOMATO AND PEPPER BEEF 
1 lb. lean ground beef
3/4 c. oatmeal, uncooked
3/4 tsp. garlic powder
3/4 tsp. pepper
1/2 tsp. salt (optional)
2 (14 1/2 oz.) cans stewed tomatoes, no salt added
2 c. coarsely chopped onions
1/4 c. water
2 tbsp. soy sauce
5 tsp. cornstarch
5 tsp. sugar
2 c. coarsely chopped bell peppers

Combine first 5 ingredients; mix well. Shape into 3/4 inch balls. Combine remaining ingredients except bell peppers. Add meatballs. Heat over medium low heat until boiling; reduce heat. Cook for 15 minutes, stirring occasionally. Add bell peppers; cook an additional 10 minutes or until meatballs are no longer pink. Serve over rice, if desired. Serves 6.
