1 lb. hamburger
1 onion
1 tbsp. green pepper
1/2 c. bread crumbs
1 tbsp. catsup
3/4 c. milk
Salt and pepper to taste
1 tbsp. fat
3 tbsp. flour
2 c. water

Mix first 7 ingredients; melt the fat and brown hamburger mixture. Place in greased casserole. With last 2 ingredients, make gravy and pour over top. Cover and bake 45 minutes at 350 degrees.
