PICCADILLO 
1 lb. ground beef
1/2 green pepper
2 cloves garlic
2 bay leaves
1 sm. box raisins
1 sm. jar capers
1/2 can tomato sauce
1 chopped onion
1 tbsp. vinegar

Combine all ingredients and let set in refrigerator overnight. Cook slowly for about 45 minutes to 1 hour, or until tender. Serve over rice or with black beans and rice. Serves 4.
