CHALUPA CASSEROLE 
1 lb. ground beef
2 med. onions, chopped
3 tbsp. flour
12 corn tortillas
1 (10 1/2 oz.) can tomato soup
1 (13 1/2 oz.) can of milk
2 tbsp. oil
1/2 c. water
1/4 tsp. salt
2 tbsp. chili powder
1 1/2 c. grated cheese

Brown meat and 1/2 onion in oil. Add flour, chili powder and water. Cover and simmer for 15 minutes. Combine soup, milk, cheese, remaining onions and salt. Slice tortillas into one inch strips. Cover bottom of greased baking dish with 1/2 of the strips. Add half of meat mixture and 1/2 cheese mixture, repeat ending with cheese. Bake at 325 degrees for 40 minutes.
