BROWNIES WITH A CRUST 
1 c. flour
1/4 c. sugar
1/2 c. cold butter
1 (14 oz.) can sweetened condensed milk
1/4 c. unsweetened cocoa
1/2 tsp. baking powder
1 egg
1 tsp. vanilla
6 oz. milk chocolate chips
3/4 c. chopped nuts
Confectioners' sugar (optional)

In medium bowl, combine flour and sugar. Cut in butter until crumbly. Press on bottom of 9 x 13 inch pan. Bake at 350 degrees for 15 minutes. In large mixer bowl, beat milk, cocoa, flour, baking powder, egg, and vanilla. Beat until smooth. Stir in chocolate chips and nuts. Spread over prepared crust. Bake at 350 degrees for 20 minutes until center is set. Cool. Cut into squares or bars.

If desired, sprinkle with confectioners' sugar. (They are good without.)
