CHUNKY BROWNIES WITH A CRUST 
1 1/4 c. unsifted flour
1/4 c. sugar
1/2 c. cold butter
1 can Eagle Brand condensed milk
1/4 c. unsweetened cocoa
1 egg
1 tsp. vanilla extract
1/2 tsp. baking powder
1 (8 oz.) milk chocolate candy bar broken into pieces
3/4 c. chopped nuts

Preheat oven to 350 degrees. In medium bowl combine 1 cup flour and sugar. Cut in butter until crumbly. Press firmly on bottom of 13x9 baking pan. Bake 15 minutes.

In a large bowl beat sweetened condensed milk, cocoa, egg and remaining 1/4 cup flour, vanilla, baking powder. Stir in milk chocolate chunks or pieces and nuts. Spread over prepared crust. Bake 20 minutes or until center is set. Let cool. Sprinkle with confectioners sugar if desired.
