BEEF OVEN STEW 
2 lb. beef chuck, cut in 2" chunks
1/4 c. flour
4 med. potatoes, peeled & quartered
6 med. carrots, cut in 2" chunks
3 ribs celery, cut in 1" chunks
3-4 med. onions, quartered
1 c. water
1/4 c. soy sauce
1/2 tsp. salt & pepper
1-2 green peppers, cut in chunks (optional)

Layer half meat 13 x 9 inch pan and sprinkle with about 1/8 cup flour. Add half of potatoes, carrots, celery and onions; sprinkle with 1/4 flour. Repeat. Mix water, soy sauce, salt and pepper; pour over all. Cover and bake in 350 degree oven for 2 1/2 hours. 6-8 servings.
