CEMENT ICING 
2 egg whites
2 tsp. water
1/8 tsp. cream of tartar
3 c. powdered sugar

With an electric mixer beat until foamy the egg whites, water and cream of tartar. Gradually add powdered sugar beating constantly until stiff. Use at once or store overnight covered with moist cloth. Makes 1 1/2 cups. A very easy icing to work with!
