1 (14 oz.) can condensed milk
1 1/2 c. cold water
1 (4 serving size) pkg. instant vanilla pudding mix
2 c. whipped cream
36 vanilla wafers
1 qt. fresh strawberries, sliced or halved
3/4 c. tiny semi-sweet chocolate bits

In large bowl, combine condensed milk and water. Add pudding mix. Beat well. Chill 5 minutes. Fold in whipped cream. Spoon 2 cups of pudding into a 3-quart glass bowl. Top with half of vanilla wafers, strawberries, and chocolate bits. Repeat for second layer. Chill.
