BEEF 'N POTATO CASSEROLE 
4 c. frozen potato slices (2/3 of a 30 oz. bag)
1 lb. ground beef
1 (10 oz.) pkg. frozen chopped broccoli
1 can French Fried onion rings
1 med. tomato, chopped
1 can cream of celery soup
1/3 c. milk
1 c. shredded Cheddar cheese
1/4 tsp. garlic powder
1/8 tsp. black pepper

Place potatoes in bottom and up sides of a 9 x 12 casserole. Bake uncovered at 400 degrees for 10 minutes. brown beef and drain. Thaw broccoli. Place beef, broccoli, 1/2 can onions and tomatoes in bowl. Combine soup, milk, 1/2 cup cheese and seasonings. Mix sauce and beef mixture and place in potato shell. Bake covered at 400 degrees for 30 minutes. Top with remaining cheese and onions. Bake uncovered 2 to 3 minutes longer.
