BASIC CREAM SOUP BASE 
Basic white sauce
1/2 stick butter
1/3 c. flour
Water
Sauce Bechamel, same as Basic White Sauce except milk is used instead of water

Melt butter in saucepan. Add flour and stir thoroughly. Add hot water for white sauce or milk for sauce bechamel.

Stir vigorously, adding more liquid until desired thickness is reached. Cream soup can be made from either sauce by adding additional ingredients.
