COOKLESS TOOTSIE ROLLS 
3/4 c. butter
1 1/2 c. corn syrup
3 tsp. vanilla
1 c. plus 2 tsp. unsweetened cocoa
2 1/4 c. non-fat dry milk
9 c. powdered sugar

Combine cocoa, dry milk, and powdered sugar. Mix butter, syrup, and vanilla. Combine dry and wet ingredients and mix thoroughly.

The mixture becomes very thick. Roll into tootsie roll shapes and wrap in waxed paper.
