TRI-LAYER CHOCOLATE BARS 
1 1/2 c. graham cracker crumbs
1/2 c. Hershey cocoa, divided
1/4 c. sugar
1/3 c. butter, melted
1 (14 oz.) sweetened condensed milk (NOT evaporated milk)
1/4 c. all-purpose flour
1 egg
1 tsp. vanilla
1/2 tsp. baking powder
3/4 c. chopped nuts
2 c. (12 oz. pkg.) semi-sweet chocolate chips

Heat oven to 350 degrees. Combine crumbs, 1/4 cup cocoa, sugar and butter; press firmly on bottom of 13 x 9 inch baking pan. In large mixer bowl, beat sweetened condensed milk, flour, remaining 1/4 cup cocoa, egg, vanilla and baking powder. Stir in nuts. Spread evenly over prepared crust; top with chips. Bake 20 to 25 minutes or until set. Cool; cut into bars. Store tightly covered at room temperature.
