MEXICALI MEAT LOAF 
1 1/2 lbs. ground beef
3/4 c. quick oats
1/2 c. tomato juice
1 egg, beaten
1 tsp. salt
1 tsp. chili powder
1/4 tsp. pepper
2 tsp. instant minced onion
3 tbsp. butter
3 tbsp. flour
1 tsp. salt
1 1/2 c. milk
1 c. (8 oz.) grated American cheese
12 oz. can Mexican style corn
1 can refried beans
2 sm. green peppers, cut in strips

Blend together the first 8 ingredients. Press in bottom of 9 inch square baking dish. Bake at 350 degrees for 20 minutes. Drain excess fat.

Meanwhile melt butter in saucepan. Blend in flour and salt; stir until smooth. Add milk gradually and bring to a boil. Cook 1 minute. Add cheese and stir until melted. Finally stir in corn.

Remove meat from oven, spread refried beans over and then the sauce. Decorate with green peppers. Return to oven and bake another 20 to 30 minutes. Cool 10 minutes before cutting.
