TRI-LEVEL BROWNIES 
1/2 c. flour
1/4 tsp. baking soda
1/4 tsp. salt
1 tsp. vanilla
1 c. quick cooking oatmeal
1/2 c. brown sugar
1 stick butter, melted
5 tbsp. melted butter
3/4 c. sugar
1 egg
2/3 c. flour
1/4 c. cocoa
1/4 c. milk
1 tsp. vanilla
1/4 tsp. baking powder
1/4 tsp. salt
1/2 c. chopped nuts

Mix first 7 ingredients and press into 9 x 13 inch pan. Bake 10 minutes at 350 degrees. Combine next 10 ingredients and spread on baked crust. Return to oven and bake 20 to 25 minutes.

FROSTING:

1/4 c. milk
1 c. sugar
1/4 c. butter
1/2 c. chocolate chips
1 tsp. vanilla

Bring sugar, milk and butter to rolling boil. Remove from heat and add chocolate chips and vanilla. Beat well, spread on bars.
