2 c. all-purpose flour
1 2/3 c. sugar
1 1/4 tsp. baking soda
1/4 tsp. baking powder
2/3 c. unsweetened cocoa powder
1 1/3 c. water
1 c. mayonnaise
3 eggs
1 tsp. vanilla extract
1 (16.5 oz.) can white frosting
Blue food color
13 miniature marshmallows
1 1/4 c. cherry licorice bites cut into 1 inch long pieces

Preheat oven to 350 degrees. Place flour, sugar, baking soda and baking powder in a 13x9x2 baking pan. Sift cocoa powder into pan and stir all together. Add water, mayonnaise, eggs, and vanilla, scraping measuring cup, sides and bottom of pan well with rubber scraper. Bake 35-45 minutes until toothpick comes out clean. Cool cake completely.
