BLACK BOTTOM CUP CAKES 
BATTER:

1/4 c. cocoa
1 1/2 c. flour
1 c. sugar
1 tsp. baking soda
1/2 tsp. salt
1 c. water
1 tsp. vanilla
1/3 c. oil
1 tbsp. vinegar

FILLING:

1 (8 oz.) pkg. cream cheese
1 egg
1/3 c. sugar
1/8 tsp. salt

Beat well, add 1 cup chocolate chips.

Fill 24 paper lined cup cakes 1/3 full with batter, top each with heaping teaspoon cream cheese batter. Sprinkle with sugar. Bake at 350 degrees for 35 minutes.
