WHOLE WHEAT COOKIES 
1 cup sugar
1 tsp. baking powder
1/2 tsp. salt
1/2 tsp. baking soda
1/2 tsp. nutmeg
1/2 cup (1 stick) butter, softened
2 tbsp. milk
1 tbsp. grated lemon or orange peel
1 tsp. vanilla
1 egg
2 cups whole wheat flour
2 tbsp. sugar
1/2 tsp. cinnamon

Heat oven to 375°F. Combine first 10 ingredients in large bowl. Blend well. Lightly spoon flour into the measuring cup and level. Stir in flour to mixture. Shape into 1-inch balls. Roll in combined sugar and cinnamon. Place on ungreased cookie sheets 2-inches apart. Flatten slightly.

Bake at 375°F for 8 to 10 minutes until light golden brown. Cookies will be soft in center.
