FISH SOUP 
3 tbsp. olive oil
1/4 c. finely chopped onion
1 tsp. finely chopped garlic
1/2 c. chopped green pepper
1/2 c. chopped leeks, optional
1/2 c. finely chopped carrots
1 hot red pepper, crumbled or red pepper flakes to taste
1 bay leaf
2 tsp. fresh thyme sprigs or 1/2 tsp. dried thyme
1 c. dry white wine
1 c. chopped fresh or canned tomatoes
1/3 lb. potatoes
1 c. water
1 1/4 lb. white, non-oily fish
1/2 pt. scallops
1 c. cream or milk
1/4 c. finely chopped parsley
Salt & pepper to taste
