ENCHILADA PIE CASSEROLE 
8 oz. tomato sauce
8 oz. water
8 oz. Monterey Jack cheese
4 flour tortillas
10 oz. enchilada sauce
1 tbsp. flour
1 lb. hamburger
1 tsp. vinegar
1 sm. onion

Cook meat and onion together. Add sauces, water, vinegar and flour. Cook until thickened. Using a 12x9x2 inch pan, make alternating layers of meat sauce, tortillas and cheese, 2 layers of each, ending up with cheese on top. Bake at 350 degrees for 20 minutes.
