FILLETS EN PAPILLOTE 
4 flounder fillets (1 lb.)
1 c. chopped tomatoes (2 med.)
2 tbsp. minced onion
2 garlic cloves, minced
1/4 tsp. grated lemon peel
2 tsp. fresh lemon juice
1/2 tsp. dried basil
1/8 tsp. ground black pepper
4 tsp. unsalted butter
1/4 c. minced green pepper

Preheat oven to 350 degrees. Place each fillet on aluminum foil or parchment paper. Sprinkle each fillet with equal amounts of tomato, green pepper, onion, garlic, lemon peel, lemon juice, basil and pepper. Top each fillet with 1 teaspoon butter. Wrap and seal all edges. Place on a baking pan. Bake 20 minutes or until fish flakes.
