TACO CASSEROLE 
1 lb. ground beef (or turkey)
1/2 c. green pepper, chopped
1/2 c. diced onion
1 pkg. taco seasoning
2 tbsp. sour cream
1 (16 oz.) can refried beans
2 tbsp. water

Brown first 3 ingredients and drain. Add remaining ingredients and simmer until smooth. Pour mixture over a 12 ounce bag of tortilla chips in 9 x 13 inch pan. Top with grated cheddar and Monterey Jack cheese. Bake at 325 degrees for 20 minutes.
