1 c. flour
3/4 c. sugar
2 tbsp. cocoa
2 tsp. baking powder
1/4 tsp. salt
1/2 c. milk
2 tbsp. oil
1 tsp. vanilla
1 c. sugar mixed with
1/4 c. cocoa
1 3/4 c. hot water

Stir together first 8 ingredients. Mix in milk, oil, and vanilla until smooth. Spread in 9 inch square baking pan. Sprinkle with sugar and cocoa mixture. Pour hot water over all and bake at 350 degrees for 40 minutes. Let stand 15 minutes before serving. Top with whipped cream or ice cream if desired.
