In small saucepan bring 1/4 cup sugar and 1/4 cup water to rolling boil, stirring until sugar is dissolved; remove from heat. Immediately add 1 cup Hershey semi-sweet chocolate chips; stir with wire whisk until chips are melted and mixture is smooth. Cool until slightly thickened.
