CREAM CHEESE CUPCAKES 
1 1/2 c. flour
1/4 c. cocoa
1 tbsp. vinegar
1 tsp. vanilla extract
1 c. sugar
1/3 c. cooking oil
1 tsp. baking soda
1 c. water

Mix all above ingredients together until well blended and smooth. Fill cupcake liners half full of batter.

CREAM CHEESE FILLING:

1 (8 oz.) pkg. cream cheese, softened
1 egg
1 (6 oz.) pkg. chocolate chips
1/3 c. sugar
1/4 tsp salt

Cream the cream cheese, egg, sugar and salt together. Fold in the chocolate chips. Place 1 tablespoon of cheese mixture into the center of each cupcake. Bake about 15 to 20 minutes at 350 degrees. Makes 2 dozen. Needs no frosting.
