RICE SANTA FE 
1 c. long grain rice
2 tbsp. oil
3/4 lb. ground beef
1/2 c. chopped onion
1/3 c. chopped green pepper
1 clove garlic, minced
1 lb. can tomatoes
2 tsp. salt
1 tsp. chili powder
2 c. water

Brown rice in 1 tablespoon oil over moderate heat, stirring constantly. Turn rice out; add remaining oil and brown beef, onion, green pepper and garlic. Add tomatoes, 1 teaspoon salt, chili powder and pepper. Simmer 30 minutes, stirring occasionally.

Meanwhile, heat water to boiling with 1 teaspoon salt. Stir in browned rice; cover and simmer 20 minutes. Combine rice and meat sauce. Mix lightly.
