CREAM CHEESE CUPCAKES 
1 1/2 c. flour
1 1/3 c. sugar
1/4 c. cocoa
1 tsp. baking soda
1 c. water
1/2 c. oil
1 tbsp. vinegar
1 tsp. vanilla
8 oz. cream cheese
1 egg
6 oz. chocolate chips (mini chips work well)

Mix flour, 1 cup sugar, cocoa and baking soda. In separate bowl, mix well and oil. Add vinegar and vanilla (mix vinegar and vanilla together before adding). Add liquid mixture to dry ingredients. Fill greased or lined mini cupcake holders halfway with batter.

In separate bowl, mix 1/3 cup sugar, egg and cream cheese. Stir in chocolate chips. Place 1/2 teaspoon of this mixture on top of batter in cupcake holders. Bake at 350 degrees for 15-18 minutes.
