BLACK BEAN CHILI 
1/2 lb. lean ground beef
1 1/2 c. cooked black beans
1/2 c. diced green pepper
1/2 c. chopped onion
1/2 c. diced carrots
2 tsp. chili powder
1 clove garlic, minced
1 bay leaf
1/8-1/4 tsp. ground red pepper
1 1/2 c. vegetable juice or tomato juice (can use canned whole tomatoes, mashed)

Cook beef in 2-3 quart saucepan over medium heat stirring to crumble. Add all ingredients. Bring to boil. Simmer uncovered for 20-25 minutes. Remove bay leaf. Serve over hot rice.
